Northeast Asia International Shipping Center Arbitration Forum was held in Dalianon July 20, 2019. Sun Guang, chief judge of Maritime Affairs Tribunal, and Guo Lingchuan, director of Trial Supervision Tribunal of our court were invited to the forum.
Hosted by Liaoning Port Group Co.LTD., Dalian Arbitration Commission and law school of Dalian Maritime University, the forum focused on three topics: the arbitration guarantee mechanism for the building of shipping center, the construction of “One Belt and One Road” with related legal dispute settlement mechanismand three changes in the revision of the Arbitration Law of the PRC. More than 200 scholars, experts and representatives of legal and business sectors acrossChina attended the forum.
The forum had four discussion groups, where in the second, Sun Guang gave a speech “Promoting the Building of the Shipping Center with Benign Interaction between Maritime Justice and Arbitration”, briefly introducing the judicial guarantee by Dalian Maritime Court for the national strategies of “One Belt and One Road” and “Rejuvenation of Northeast China” by emphasizing the support and the necessary supervision of maritime justice to arbitration with proposals to promote the positive interactionswith the building of Northeast Asia International Shipping Center to push forward maritime justice and arbitration.
Sun Guang and Guo Lingchuan presided over the third and the fourth discussion respectively. Sun Guang commented objectively and enthusiastically on the positive significance of the interaction of the arbitration theory with practice in the shipping economy of Northeast Asia, the realization of the internationalization of Dalian arbitration, the judicial supervision of arbitration, and the revision of the Arbitration Law of the PRC. Guo Lingchuan made witty and convincing comments on the status and the trend of the key international maritime arbitration institutions and rules, the connection between ADR in mainland China andinternational mediation of Hong Kong and Macao, the thinking of the building of the Northeast Asia international shipping center in Dalian, and the fulcrum moving the global international commercial arbitration.
