The delegation of judges from Hamburg visited our court on June 28, 2019. Gao yuan, cadre of the European division of the international cooperation bureau of the Supreme People's Court, Zhang Weimin and Zhao Shuang, officials of the Sino-German legal cooperation program of the German international cooperation agency, and Zhou Jianfeng, deputy director of the office of the Higher People's Court of LiaoNing province, accompanied the visit. During the period, the two sides conducted in-depth discussions on the protection of temporary rights in ship arrest. Hou Shujie, vice President of our court, Xin Xin, deputy chief judge of maritime commercial tribunal, and some judges and judicial assistants participated in the discussion.
Hou Shujie welcomed the visit of the delegation of judges from Hamburg, Germany. He pointed out that the space for judicial exchanges and cooperation between the two countries would be broader with the continuous improvement of the strategic relationship between China and Germany, The "china-Germany exchange of judges between provincial and state courts" project had established a platform for face-to-face communication between the Chinese and German judicial circles, which promoted the sharing of information on judicial experience between the two countries, and had an important impact on the expansion of international cooperation and exchange of maritime courts. It hoped that the delegations would continue to play a constructive role in judicial cooperation, encourage the two sides to further enhance mutual understanding, open information channels, translate cooperation results, draw wisdom from each other's experience in advancing the rule of law, and make new and greater contributions to judicial justice and progress of the rule of law civilization.
Wasskler, Vice President of Hamburg State Labor Court, introduced the purpose of the visit of the Hamburg state judge delegation. She said that the delegation was deeply impressed by the Chinese courts, especially the construction of science and technology courts and information assisted trial technology, which greatly inspired the German side. She said that Dalian and Hamburg were both port cities, and maritime law was of great significance in two places. She looked forward to in-depth exchanges with China in the maritime professional field, understanding China's maritime judicial system and trial practice, and reviewing and improving the existing legal system in Germany.
At the meeting for exchanging matters, Xin Xin, deputy chief judge of maritime commercial tribunal of Dalian Maritime Court, stated from the range of conditions of ship arrest, the guarantee of ship arrest, the jurisdiction auction and creditor's rights registration of ship arrest, the ship management and crew temporary protection of ship arrest system in China in detail. Dr Hager, judge of Hamburg District Court, took the procedure of ship arrest as the main line, and introduced the relevant legal provisions of ship arrest in Germany.

The visit of the delegation of judges from Hamburg, Germany is an important part of the annual plan of "china-German legal cooperation project". Dalian Maritime Court has received the visiting representatives twice in a row, which broadens the communication channels of our court in international justice. The court grows up and makes progress through the exchange and mutual learning of the delegations.
