In order to further study and implement the spirit of the important statement of general secretary Xi Jinping on building a maritime power, we should comprehensively enhance the political standing, expand the international vision and improve the capacity of legal policies application, and further drive the overall work of the Court to a higher level, enhance the development of regional economy and international competitiveness, and build Dalian as the international shipping center and the marine center of Northeast Asia. On the afternoon of September 4, 2020, the Court held the ninth session of the 9th Forum on the Maritime Law & the Maritime Judicial Guarantee Forum for Urban Development. President Deng Yan, also Secretary of the Party group, the other members of the Party group and the whole staff, attended the Forum. The Forum was presided over by Vice President Sun Guang.
The Forum focuses on "Serve and Guarantee the Construction of the Marine Center City", closely follows the five core tasks of "Guidance on Accelerating the Construction of Marine Center City in Dalian". At the forum, 11 judges and judge assistants of the Court delivered keynote speeches on five topics, namely, the experience and reference of maritime judicial system in China, Japan and South Korea, the research on the legal guarantee for the modernization of municipal social governance, the study on the comprehensive marine governance capacity under the concept of building a maritime community of shared future, the research on judicial service guarantee in the free trade zone and the safeguard mechanism for the construction of marine ecological civilization, and exchange and communicate with the others. Through warm study and discussion, the path of maritime judicial guarantee on the urban development is further clarified.

What this forum has said is just a few of them. She hopes that everyone will continue to actively explore the application of maritime trial and its theoretical research from the traditional economic, trade and shipping field to marine utilization and the ecological environment and energy development fields expanded and actively integrated into the urban construction of Dalian. The achievements of promoting economic and social development should be used to test the effectiveness of maritime trial and contribute to the realization of the goal of building a first-class maritime court.

Deng Yan puts forward three requirements for further research work.
First, strengthen national judicial service. We must accurately grasp the new situation and tasks of maritime justice in the new era, and thoroughly implement general secretary Xi Jinping's important statement on building a maritime power and building a maritime community of shared future. We should make good use of the thinking of the rule of law to actively study and judge the overall situation, closely combine the research of trial theory with the overall situation of national development, closely focus on the construction of Dalian Northeast Asia shipping center and the construction of marine center, and carry out forward-looking and predictive research to form research results in a timely manner. It is necessary to establish an international perspective, strengthen comparative research, attach importance to the interpretation of China's maritime judicial concept through maritime judicial cases, continuously improve China's maritime judicial capacity and enhance the international discourse power of China's maritime justice.
Second, strengthen judicial research and serve the construction of first-class maritime court. We should take the improvement of judicial research ability as a breakthrough point and make great efforts to cultivate an international maritime trial team, and strive to create a high-level judicial team that can stand at the forefront of international maritime judicial theory and practice. We should give full play to the advantages of maritime exclusive jurisdiction, professional trial and specialized team with a broader vision and higher realm, be brave in innovation, dare to tackle difficulties, and actively explore the extension and expansion of theoretical research field from traditional economic and trade shipping field to marine utilization and ecological environment protection field, so as to provide strong intellectual support and theoretical support for the construction of first-class maritime court.
Third, strengthen theoretical research and serve maritime trial. Based on the frontier of maritime justice and theoretical development, we should strengthen the research and interpretation of major theories, key issues and difficult issues of maritime justice, so as to realize the mutual promotion and common development of theoretical research and trial practice, and constantly improve the level of maritime trial work. It is necessary to strengthen the pertinence and practicality of theoretical research, find out the balance point, focus point and combination point between professional work and theoretical research, focus on how to further improve the maritime trial system, scientifically grasp the law of maritime trial, strengthen the judicial function of maritime judicature, and improve the responsibility system and the maritime trial system and mechanism .
The ship sets sail and gallops again, and the sea rises in harmony. Only through hot practice can we cultivate excellent works. It is a glorious mission and great responsibility to serve and guarantee the construction of a marine center city.
